Help Identifying a Toy

Back in the early 90's my parents got me a very cool playset for my birthday. It was a dilapidated, half-buried Statue of Liberty. It had been turned into a base, heavily armed with guns, and was occupied by some kind of post-apocalyptic warlords. The back side of the statue was open so that you could position the figures in the base. The little figures themselves were about an inch and a half tall, maybe a little smaller, with minimal articulation. The playset came with a handful of them, and along with some accessories like guns that they could hold. The whole set is very reminiscent of Apocalypseburg from The Lego Movie 2, but the statue wasn't tipped over like Apocalypseburg.

Does anyone know what I might be talking about? I've always been curious if it were from a larger line of toys, I have virtually no idea as to what it was, it was just very cool.
