He's the official replacement Decepticon leader, taking over after Megatron/Galvatron. His bio has him as a social darwinist, but he's a far more complex character due to his involvement with Zarak, his headmaster.
Scorponok is the first Con leader who treats his flunkies (traditionally considered the Wave 1 Con headmasters, horrorcons, targetmasters, terrorcons, seacons, firecons, and Wave 1 Decepticon Pretenders) like family. His Marvel Comic version is far more nicer to his IDW version, who was a mass murdering sadist who sought to destroy all ships on Cybertron to keep people from fleeing the war and who destroyed the last remaining engergon processing factory facility to cause shit to accelerate to bring an end to the war via a destroying the last place creating energon on Cybertron, meaning that one side had to win ASAP or everyone starves to death.
The comic Scorponok was boosted by Zarak, who was John McCain as a Flash Gordon villain. Zarak was bad but could be reasoned or battered with nad greatly tempered the darwinist urges of Scorponok when they bonded and Zarak became his head. He was willing to work with Prime when needed but this also made him seem weak in the eyes of his troops sometimes.
Comic Scorponok was Optimus Prime's true rival and was the same size as Optimus. Which makes making Scorponok a Titan super frustrating given how he's supposed to be in scale with Powermaster Optimus.
