The guy you're probably thinking of is Katsushi Murakami, who was a toy designer for Popy/Bandai for decades. This guy designed a HUGE number of mecha and character designs for shows dating back to the 70s. He even worked on the Chogokin line from the very beginning, and his designs defined the 80s robot aesthetic that other companies like Takara followed. Look up his name (村上克司) on Japanese wikipedia and you'll see how big his resume is. He's the one that did the preliminary design for Dancouga Nova that I'm sure you've seen in one of those OBARI AS FUCK memes that were popular on /m/.
