Not sure exactly what this is or if it's official, but that looks like Bull from Brawl Stars, with his stats there (the icons are the same, anyways, even if the values don't match up completely).

i assume it's one of those korean impulse collectible game toys. i have a lot of those in my town, and vendors are always peddling them with candy outside of school districts.

It’s essentially a Korean pog. You slap them on the ground next to eachother and try to flip your opponent’s over with the resulting air pressure. The stats on the back were nonsense numbers that kids would compare since kids love power level stats and all.
