It was a weird addition to cobra forces, it is too realistic for them and is overlapping other specialties (cobra troopers and Alley vipers) but it looks badass, like a SWAT team from hell. I like to imagine that they are Cobra riot control unit for when they take over a city, you know, to keep people in check: disrupt protests, kidnap dissidents, general mayhem under the disguise and pretense of keeping the order and rule of law.
