Granted, OP shows the third wave is 3 good guys and 1 bad guy, but it looks like this company isn't screwing around and withholding characters for later waves, which means I'd guess they'll continue the trend of completing duos and sets and whatever ASAP:

Secondary guess, the next-next wave after the one with Donnie will have no main turtles, and then we're going to see the storage shell versions of the four turtles, one in each wave like now. I doubt they'll do any of the turtle costumes until way down the line. (Although I would love a universal monsters set for the modern take on the glow-on-the-dark gimmick based on how nice Metalhead is looking)
I'm curious if they're planning on doing Krang's droid body as a future vehicle set. If ever there was a classic 80s toy I would hope for a remake with actual modern articulation, it's this T-Posed motherfucker.
