Arcee has completely different legs. Those are definitely chromias thighs and knees, and probably shins without the fenders and wheels.
On top of that, her chest shares some tooling with chromia.
Oh, and we saw siege arcee in the show already, and they used a completely different model. Why bother if they had an arcee retool as a main character?
