So way back in 2010, Kaiyodo started a new brand called Sci-Fi Revoltech. The line mostly focused on creatures from various films, and the fourth figure in the series was a fairly obscure kaiju named Baragon. Fast forward a year, the line is starting to put out more famous Toho kaiju: Mothra, Gigan, Anguirus. They even have plans for a Godzilla and Mecha G.
Then Bandai realized another company was making better figures with more articulation than they were. Bandai claimed they were the sole license holder for making Toho kaiju. Shortly after that, Toho rescinded the rights from Kaiyodo and Bandai announced their Monsterarts line. Gigan was the last Toho kaiju that Kaiyodo was allowed to release.
I say all that just to show that Toho kaiju licenses are complicated, to say the least. And ironically, it may not always be up to Toho on who gets the licenses.
