For just armor customization in general, halo reach is better, more figures, more armor variants and in more uniform colors, just about every permutation they made has a red and blue variant, but the base figures are ass, halo 3 has less of a uniform of colors, but slightly more variety, theres at least 2 colors of every armor peice they made, and i think they managed to get all the spartan armor permutations, but they don't all have red and blue variants, the colors vary more wildly
