They have licensing conventions around the world and hold private meetings for that shit where every licensee wannabe goes up to them and shows them how much money they'll pay and how it'll benefit the licensor.
This is actually why it takes so long for a license to actually be bought, because UNKNOWN properties like Overwatch are overlooked if they're actually at one of these licensing conventions in the first place, muchless taken note of at a gaming convention (hint: major conventions like SDCC and E3 are also used sell licenses), because games like that are a dime a dozen. It's only AFTER they become popular that a licensee-wannabe will start shoving money in their face.
So a company like Hasbro probably didn't take note until whenever Blizzard was advertising it as the next big tourney series and however many players were playing at a single hour. Since it takes almost an entire year for a toy to be produced, this adds to their "delayed" release for the line.
