An individual pin maker or small business is going to usually be directly in contact with the factory that's making the pins, asking for and receiving updates during the process, and if something isn't right they will want them redone or change factories if necessary. Individual/small makers are also more likely to vet the factory, ask for samples, want to see the overall quality and basically demand a good product.
Most individual makers and small businesses will also go through each pin they receive once the process is over and check for defects, set aside ones to be marked down in price because there's something wrong, etc. There's a much, much larger emphasis with small-time pin makers on pins looking perfect.
Whereas large companies like Disney, Loungefly, etc, are placing orders with large impersonal factories, fucking off, then getting the shipments sent out to online warehouses and retail shops and there is pretty much no quality checking involved. I've seen official Disney pins that look like wonky bootlegs and people eat them up, but if you're a small seller, you bet your ass you can't sell your 2 inch hard enamel pin for your retail price of $15 if there's so much as a tiny scratch on the enamel.
