Bandai makes prototypes of stuff all the time. The Angels were presumably hand sculpted prototypes, and there was probably only one or two of them in existence. Bandai didn't spend thousands to cut the molds for them and then not make them.
There's no proof that it's not a stolen Monsterart , but also no proof that it is, because if Bandai had finished it to the point it could be bootlegged, they could have shown it off at one of their shows or opened preorders for it. There's literally no reason to wait for either of those things.
And again, I would imagine having an unrevealed mold stolen and bootlegged would enrage Bandai, but they don't seem to have taken action against the bootlegger yet.
I'd like to believe a new Ghidora is coming, but I'm not convinced a totally unrevealed figure could both be this complete and leak.
