this is against ebay's seller terms of service. if they can't do basic things like give you pictures of the object, just report them.
i once tried to buy an album and all the sellers wouldn't specify if they came in a jewel case or cardboard sleeve. "unfortunately the warehouse is in a separate location, so i have no way of knowing, sorry!". asked them one more time if there was ANY way they could check, but they either didn't reply or replied "sorry, no way to check".
called ebay and told them, they reviewed my messages and went yeah this is against our terms and then went after them.

There's this one seller which unfortunately isn't on ebay so I'm not sure is against the rules, but half the fucking photos he uses are just stock photos and don't even match the description, he might have a photo of a boxed toy but description says "loose"

Once I asked him if he had additional photos and all I got in response was "no"

Like what is this guy, autistic?

Not necessarily. There's a bunch of Japanese sellers that sell second-hand toys and stuff akin to Mandarake, and more often than not the guy answering questions on the account is not the one managing stock or stocking the warehouse. Usually you can spot these when the listing only has stock images but the condition says used, and the item description is a wall of text with generic refund/eturn policy stuff but almost no real info on the item itself. These guys can be a bit of a crapshoot since you have no way of knowing exactly what condition the thing is in, but most things I've gotten from them have been in good shape.

This is not necessarily against the rules, the buyer has to provide a representative image. For "new" items, stock or promo photos are allowed, for "used" items they must provide real images of the item.

Also, sellers don't have to answer every question asked of the item. It is partially up to the buyer to do due diligence before buying something, if you want more info before buying and the seller doesn't answer, simply don't buy it.

The only two times I've refused to take another photo:

1. The guy wanted me to open the brown mailer of a SHF. I cannot fathom why. Buyers pitch a fit if those are opened (hurrr it's not noo!1) and I wasn't about to destroy saleability for a looky-loo.

2. I had an entire case of the same item. They were all in the same case fresh condition and in fact the last photo showed several of them together. There's no point in photographing each of them individually.

Autists really ruin eBay.
