But they bought Freiza, both SHF Final Form Freiza figures sold well, it's villains for Tokushit, Capeshit, Wrastleshit, Vidya AND the rest of the DB villains (except Goku Black) that tend to shelfwarm

A lot of villains in Japanese media are based on bosses and other superiors. For manga authors, it's editors, for games it's directors, corporate it's CEO or manager, etc etc
Thus buying figures of villains is like buying a figure of the dude that owns you and is slowly driving you towards sudoku
Hence no japs buy them

Char is practically an anti-hero rather than a villain, CCA is pretty much the only work that doesn't encourage you to root for him in some capacity.

Not every antagonist, but some of the villains in their stuff are pretty sick and twisted. I wouldn't really want to buy a rapist or some guy who actively enjoys brutally torturing people either no matter how cool they look.

And the fact that most villains are written in 2d, so there's little interest in them.

Villains also used to be a no-no back with Americans too, with bad guys not play testing well. The 80s (and Star Wars) changed that. Still, even then, most companies still produce hero majority toylines, like with the current Marvel Legends line.
