They're basically going after the Exo-Squad market and the mecha are the focus for this line, not the joes.
Because of the scale, you can go with larger stuff and offer more variety there. If this were 1:18, you'd have like one mech because of how expensive it would be to produce. ~$200 vs $70. By going smaller, there can be up to 5(?) different mechs.
Maybe if this proves successful, he might go to 1:18 scale for a future KS. For a first time line, dipping your toe in with a cheaper smaller line is the way to go.
