That Flash is supposed to be non-binary, so they don't feel their personal gender can be defined as either male or female and feel it resides somewhere between the two. I think people who are trans define themselves as such because they were born one binary gender, and typically feel they are actually the other, and spend much of their life pursuing multiple means to visually express the gender they feel they are. In the case of this Flash, there is overlap in being born a binary gender they don't feel they are, but not necessarily to the degree that they want to visually present themselves as the other they weren't born. They feel their gender is somewhere between the two, and most likely presents themselves as an androgynous blend or masculine and feminine characteristics, that may have nothing to do with seeking out surgery for their sexual reproductive organs. The Flash probably prefers they are referred to as they/them instead of he/him, she/her.
We are of course on 4chan though so, if you happen to be of the persuasion who think that a boy who says he isn't a boy, or a girl who says she isn't a girl is a tranny, then...yeah, to you Flash would be a tranny.
I think the costume is really cool, and when it comes to figures, outside of articulation, that's all that really matters to me.
