I want to commission a company or a person to create these for me, only with my own designed characters

Where could I go to do this?
I heard aliexpress was good but I'm not really sure.

I don't know how to 3d model. I want to pay someone to do it for me, and that seems way less cost effective than just offering someone a design and having them make the product.

It's like needing your toilet fixed so you become a plumber to detect the problem before calling a real one to fix it, at that point you might as well make it yourself.

Also having an exact model would mean the person or company I hire wouldn't be able to deviate from my design at all, which is boring.

I don't think you understand what the word "hire" means.

You pay money for services that or goods that you don't have the time to do or gather yourself.

I'm not hunting my own food when I can just buy a steak. That's not comparable to reading. I don't need to hire someone to know you're a retard and call you one. It takes no effort.

Someone has to take time to either physically sculpt or sculpt them in a program, approve the designs, then make a mold, approve the mold, cast the toy in whatever material is being used, get approved, test paint, approve, final mock up, approve then actually make them. It's extremely time consuming, and even more so when your makers are in china, so yes, it is expensive as fuck.

These things operate on economies of scale, especially for injection-molded products with multiple parts and hand-painted details. Unless you anticipate selling at least a few thousand units, it’s going to be prohibitively expensive, especially because people generally base what they’re willing to pay on the size of the item rather than the labor and resources used to make it. Tooling the injection molds alone will run you anywhere from several hundred to a few thousand dollars. There’s a reason most independently-produced plastic toys are either hollow sofubi or unpainted resin garage kits; because producing commercial-styled toys on such a small scale isn’t viable.
