USPS has been upgrading out of date, sluggish, or downright broken machines and mailboxes more than ever over the past 2 years. The things that are removed have been replaced by faster, more accurate machines and mailboxes that are much harder to tamper with.
The only thing that changed which negatively impacted shipping times -at all- was that overtime rules were changed slightly, which resulted in some packages sitting places, usually for no more than an extra day or two.
The actual real life truth is that with the pandemic keeping more people at home than ever, with more online shopping than ever, with a massive holiday season where many people are alone or not travelling the shipping services are not equipped to handle this kind of massive, unknowable spike. Are there enough workers? Of course not. Many workers wind up taking weeks off because of Covid making almost every post office in the country understaffed on any given day. There's only so many people that can be hired and so many trucks which are all inadequate to handle a spike of this magnitude. You can't just blame everything on muh trump bla bla bla sorry, these are all real factors that have nothing to do with him.
