2) That's not a separate line. All of these are from Jakks' Super Mario line (formerly known as World of Nintendo.) They have 6", 4", 2.5" and 1" sized figures, but that doesn't mean that only the 4" scales with each other, otherwise the 4" Goomba should scale with 4" Mario, but it doesn't. The 2.5" Goomba scales with 4" Mario.
3) On top of all that, the Larry is also a 2.5" figure, so by your logic, he shouldn't scale with Ludwig and Iggy, and should instead be 60% bigger.
