It requires male subjects to attempt (and in a grimdark staple, not everyone even survives the process). The women have their own military force, the sisters of battle, which use the same armour and weapons but skip the superhuman-izing surgery.
The real life reason is that the original authors were playing with historical / fantasy tropes in space. Space marines are a mix between hyper-religious christian monk monasteries and christian knights, which were historically all male. In another play on real life, warhammer women go to similar hyper-religious establishments which are like nunneries, and are a larger workforce, more involved in day-to-day life of average citizens, and more powerful politically, although less seen in the news of space battles against alien monsters.
TL:DR The religious/political system that exists in warhammer is based on the catholic church. Monks are guys, nuns are girls, and these are kept separate because reasons.
