The first game was great, aside from having Spyro slapped on it, it was a flagship and needed to prove itself. The team had to put a lot of effort into making sure it was well received. The first game had plenty of content, a lot of hype in release waves, and a LOT of supporting media to expand the experience from just the main console game.
I'm not an insider, or a company big-wig, but I don't think they had full plans from day 1 to make it a massive franchise. The first game was pretty self contained, and the characters reflected it. You got all the cool dudes if you wanted to, and used them to make unique runs through levels.
The second game was fun, in introducing a new gimmick, but the stages were unbearably slow, as they were massive to compensate for the Giants.
By then, the company realized the series is a money printer. It feels like with every new generation, the games got less fun, shorter, had less content that didnt exist solely to generate revenue, and were less well thought out. Some of the plot points went from "this can be silly if it's creative, it's for kids afterall" to just randumb humor and poor writing.
There were slews of new characters and gimmicks to buy, and they'd have planned obsolescence to make sure you bought the new toys.
I'm all about wasting money on collecting unique and colorful characters. But at the end of the day, the games need to be FUN.
What went from "use your favorite characters to do cool things!" became "buy this set or else you won't enjoy this mediocre game to its fullest." And i'm sure both kids, and their parents became aware of that.
