Hasbro, Mattel, Funko, Playmates, the list goes on and on, and that's just toy markets. Jazwares is, astoundingly, producing quality figures for their Fortnite at relatively low prices, and that's likely with pushing from the IP holder. Compare to their Halo line which suffers from odd articulation schemes and other dodgy designs.
Besides, even before factories started charging per-complexity, toy companies regularly used part-sharing 'bucks' to keep costs lower. It's why you'd get Mattel's notoriously poorly scaled DC line or the 'Bullseye body' for Marvel Legends, or something as complex as the Microman or the Busou Shinki MMS bodies. I do wish, as I said, that Funko would use better materials, but re-tooling of molds, reuse of bucks? That's not inherently bad.
