Probably because Gwen is a slightly smaller figure so the mount of overall plastic in the packaging is the same.

I imagine it's because nobody really anticipated how successful the movie would be compared to comic and MCU stuff, so they decided to dip their toes in with the safe bets like the main character and Regular Ol' Spidey to start. We're already seeing stuff that was greenlit after the movie's release, and I imagine that the toys for the sequel will cover a wider assortment of characters now that they know the demand is there.

The Disney Toybox Spider-Ham is actually an okay figure.
