If you want other decently articulated figures in 1:18, check out Hot Toy's snapkits. Extremely well detailed and had better than average articulation. JoyToys right now is reaching this level of engineering.
And no one's really prevented from just doing the same shit Takara was doing in 2004 with the Microman lines. Just stay away from clear plastics.

Or maybe it's because civilians can be inserted into the plentifful dioramas and vehicles that exist in 1:18.
Either way, more shit exists in 1:18 than any other scale because reasons.
