If you're worried about toys shelf diving, that's what the glass cases are for, because it keeps it relatively retard proof.
Honestly, you really shouldn't keep your toys that close to the edge of a shelf. about 4-5 inches away is how you should display your stuff, which also means no clusterfucks.
I have tile and hardwood in various rooms of my home and a few of my figures have fallen onto hard as fuck tile without any problems. I've had figures break outside though, despite concrete being a softer surface than tile.
Almost all the falls happened at table/desk height, which is waist height or ~3 feet.
But anyway, carpet is best. This is why i've bought fucking rugs for my floors. The tile and hardwood are mostly out of necessity, like making cleaning easier. One of my rooms has had a rug covering 95% of the hardwood for over a decade, which i easily replaced once it got too dirty and worn out.
