Warhammer isn't being done any differently than anything else, as the anon above said. If you don't like it that's your prerogative, or you don't like the creative decisions or character selections, but in terms of the figures and the engineering, they're all equivalent.
The first wave had 2 molds.
The second wave had new parts for that main marine mold (battle damaged parts), and a brand new mold (Sister).
The Gold Label Lieutenant, which is basically wave 2.5 and an exclusive, has lots of new parts on top of what the second wave marine had.
The next wave will probably be new parts on the Necron mold, and the Bloody Rose may have some new weapons or molding as well.
Ignoring the 3rd wave since we haven't seen them and don't know what kind of differences to the molds or their weapons, that's 3 unique molds in 2 waves, with various additional parts and heads to make that main Marine body more unique between the various releases, and 10 different weapons/accessories between them. I'm not sure how this is "repaints until they lose the license".
Not to harp on the Bandai Marines because those are great, but of the 4 releases, they're all straight repaints with some new weapons between them. Why aren't you complaining about them?
