It requires more money than skill, but if you shop around on sites like CGTrader and Shapeways you can find an artist that can do custom work like this for the right price. Hell, some are flexible with payment plans and let you pay in smaller parts at a time.
Of course, first check those sites to see if anyone's already made a model of what you want. Then you only may need to just pay for the downloadable file and then go straight to Shapeways. Shapeways also lets you mess with the scale of a 3D model to adjust the print size in case your file's dimensions are too big/small for the figure line you're trying to make it for. Making the body is still another thing.
