Collabs cost more money to produce than regular figures due to the extra parties who need to get paid, so Hasbro would be retarded to jump right into any of them, no matter how easy their designs would be, unless they can be fairly certain there's enough demand to make money off them.
Top Gun was already probably a stretch, but at least it had a recent cash-grab sequel movie. X-Men and Ghostbusters both have media/toys currently out there, and Back to the Future tends to be a perennial favorite among the fanboy demographic that buys stuff like this. Who knows, maybe Herbie would have an audience among toy collectors, and maybe not, but I'd be surprised if Hasbro decided to make it simply because Netflix Bumblebee would be easy to deco in those colors.
