Looking for painting advice for a custom

Wanting to get into painting a figure for a better finish on a figure or figures in the future; I am fairly new to painting figures and want to know the basic steps etc. to get something looking good.

I know that it might be best to experiment, but I'm more or less still new to it and have been watching several tutorials which are mostly for miniatures. I want to work with a bit of a larger scale, the figure in specific that I want to paint is the Jakks Pacific Metal Sonic to give it an actual metallic look because currently the paint on it is super basic.

Went to Hobby Lobby yesterday and bought a brush set, paints pictured from Testors and a craft knife; I'm not sure how to properly start however to get a decent result.

Considering going to buy a black spray primer or white for a base and then a silver and/or gold spray paint from Krylon and paint the colors over that as the base. I'm not entirely sure what the exact steps to follow would be but I'm assuming it would be:

Black primer (how many coats?)
Metallic paint (how many coats?)
Specific colors with the acrylics, multiple coats as necessary?
Clear coat spray?

Again, I'm still new to this but am willing to take any advice for what I should be doing.
