No idea what's the situation right now on other countries in LatAm but in mine there's only one store stocking them consistently and Shaka was for some fucking reason sort of a chase figure, either that or we have a shakafag crisis, so their base might not be strong enough for them to finish them.
Stores are stocking less and less toys after our government annihilated our economy by copying Europe's meme lockdowns.

Saga is clearly supposed to be the strongest at first because he was going to be the final boss of Sanctuary, but then Shaka had bullshit powers that you can only deal with by allowing him to cripple you which can't reasonably be lesser than Saga's, but then he confirms in Next Dimension that all Gemini are their generations' strongest. There's also how Dohko is actually the strongest Gold Saint during Hades because he had two hundred years of uuuuuuuuuuuuhhhhhhhhhhhhhhhhhhhhh sitting in front of a waterfall or how all Gold Saints are equivalent in strength, or how Aioros was in the same tier as Saga who is his generation's strongest and so on.
I say this but Cosmos is one of my favorite magic systems due to how flexible it is. Like, I think you could make a decent case for fucking Deathmask beating Saga if the conditions are right, even though his powers are really weird in that they seem OP as fuck but also very underwhelming.
