Every line they produce is because THAT'S the shit that they're throwing on the wall and hoping it sticks. Destiny, GoT (twice), Bloodshot, OPM, CoD, Five Nights at Freddys, Stranger Things, Steven Universe, etc. They don't do ONE AND DONE figures like Japanese lines. Their intention is to build up from that.

They're supposed to release a certain amount of figures every single year, as specificed by their license. If they don't, they pay up the difference and can also be considered breaking their contract, allowing the licensor to drop them. Also, because a single toy can take over a year to be produced, that means they have shit planned out over a year ahead of time. They already invested in the sculpt and molds, and it'd be a giant waste of money to NOT release it, especially when they're required to pay up a certain amount of money every single year. So even if a line isn't that profitable for them, they still make money off of it.
Hence, Jazwares likely wanting to pay less money and why the license got put up for bid again.
See also McFarlane's last few years with hte Halo license. It was obvious sales weren't that hot anymore, hence McFarlane making budget cuts to the line and finishing off their license.
They made their profits, but didn't think it was worthwhile to reup.
