>>9157383IIRC, Arise Serpentor Arise and the movie made it clear that his main job was training "problem recruits", people like Falcon who, on paper, have what it takes to be a Joe, and they don't want them to wash out entirely, but they need some harsher training and discipline to whip them into shape. IIRC he only trained the regular Joes for that one episode where they'd gotten sloppy after prolonged months of inaction.
Beachhead training the regular recruits is just a thing because of the movie, but because he's so hostile, he's perfect for all the drill instructor tropes and memes.
