I'd say 93 was the last year with a bunch of new mutants. Thats also the year the Night if the Rogues episode where they crank out a bunch of villains in a single episode. The cartoon ran through 96 so they had time to adapt more considering they did a bunch of cartoon original stuff anyway, but the cartoon writers got complacent with doing their own thing.

The guys at Mirage got fairly frustrated with Fred Wolf after the first few years because they wouldn't take suggestions or cooperate with them. around 92 they also pitched the Mighty Mutanimals cartoons to ruby-Spears, and while it wasn't picked up, FW probably got wind of that and decided to stop adapting them as a minor "fuck you" to them for going outside the company.
