Up until July you could import small parcels for free, now you have to pay full VAT even for the smallest 10 cent items. (in theory, i heard its a grey area up to 5€ but anyway).
That gives a seller two options:
Ship as before, and the buyer will be faced with a bill from customs (and in case of Germany, from DHL who does customs for the client, but charges a flat 6€ fee for it).
Obviously an ebay seller would facing a lot of negative feedback if a 1,80€ minifigure would result always in an extra 6-7€ fee at the buyers doorstep.
The sellers can register at some EU-wide plattform which tracks everything, so they can sell with VAT included already.
Aliexpress does that for the countless of small sellers and stores, so i assume thats why they all left ebay and sell through Ali these days.
Simply to avoid the hassle of dealing with EU taxes by themselves.
