Of the four in the picture; It would be Joe. It ran the longest cartoon and toy wise. The other 3 had their peaks of market domination for limited times but would peter out of retail popularity after a few years. TF would rise again in the 90s to eclipse Joe when the latter began to heavily wane.

the 80s GI Joe toyline lasted from 1982 to 1994

MOTU started in 1981 and lasted till 1988 (New Adventures of He-Man lasted from 1989 to 1992, but it was so drastically different and didn't do that well, so I don't know if you'd want to count that)

Transformers was around from 1984-1990 (In Japan it went to 1992, but they released a few toys that didn't make it to the US, some of which were just repaints of existing toys)
Generation 2 didn't start up until 1993 so in the US there was a three year gap for Transformers stuff

Thundercats toyline was only around from 1985-1987

Definitely GI Joe.

TMNT is extremely close to first, but GI Joe was around longer and popular every single year in the 80s, with a high point in the late 80s even when TMNT was out.

After them, Star Wars, Transformers, and He-Man.

MOTU sold over 1.5 billion toys between 1983 to 1989
Transformers only did about 600 million toy sales between 1984 and 1990
Joe was even harder to find data but multiple sources say 400 million toys sold from 1983 to 2004 just when the relaunch occur
Thundaercats is a complete mess with very little data or recordings of sales but I can at least find they made 250 million toy sales in 1985

So taking OPs question at it's word the "biggest toyline" was MOTU

That said Im sure demographically we all had our own experiences

According to some sources, they made $400 million at their high point, but other places say they made $500 million a year before. In 1985 they sold 125 million figures.

Also, i find it hard to believe that He-Man sold better than TMNT. Which numbers are they using? wholesale or retail? or just the entire franchise put together?

Which also states all sales for action figures put together... for the US. And that puts into questions Mattel's reported numbers.

This also brings into question what is even being quoted, US or worldwide numbers?

Based only on what i saw in the 80s, He-Man was a relatively fast burner. Got big and then all but disappaered after its high point. GI Joe, Star Wars, TMNT, were steadily popular and were big. TFs was like He Man.

I'll do my best after my job to post my work but those are global quotes. MOTU was from NYT news source from 1990 taking about their decline. Transformers was from a report when they were officially off shelves before the G2 rebranding and the Joe one was in 2004 for the announcement of the relaunch that lack the o ring crotches.

Transformers

GI Joe and He-Man and the Masters of the Universe, were effectly budget lines. You could be a poor kid but still amass a sizable He-Man or GI Joe collection of toys.

Transformers on the other hand? 100% a rich kid toy line. With exception of bumblebee and the wave one tapes, ALL of the "name" characters were $10-30 a piece and as such, you would be lucky if you had ONE OR TWO "name" characters if you were a kid unless your parents were loaded.

And yet Transformers was a huge hit and thrived and continues to thrive. Thundercats were super expensive (around $10 a piece) and out of scale with everything but didn't do well/is only remembered these days for the cartoon not the toy line.
