At least when I lived there, the San Jose CA Wal-mart was always a total shitshow, constantly full of Mexican families who would dump their kids in the toy aisle and just leave them there. They would tear open anything they wanted to play with and often just walk off with it. It was a regular enough occurrence that it didn't surprise me to pass by the toy section and watch it happening.
The entire toy section always looked like the aftermath of some kid's birthday party, with loose, opened toys and ripped open packaging everywhere. There were typically as many loose toys laying all over the place as still on the shelves. If places like that started locking up the toys, I'd totally understand why.
