It's like a normal Devilman isn't enough to be sold normally...? We had two mainstream anime releases recently and those did nothing towards action figures either. My conspiracy theory is Nagai Go doesn't give out the toy license so easily, kind of like Hayao Miyazaki. Not impossible but harder, need to jump through hoops like redesigns.
I think they did Zetman just because they couldn't do Devilman again. Not sure what changed over those years. Shit live action film scarred him?
