The new one is honestly better by staying close to the original, and has a number of the features from the 25th Alley Viper, including the vest, the knife on the wrist and the knife on his vest. He's pretty much a 25th Viper upscaled to 6 inch. The only features he's missing are the removable helmet and the nightstick that plugs into the shield.

That's why a lot of people didn't have the best hope for the Joe brand was because the first Target exclusives were main line classic/popular characters, Cobra Viper was one of the most popular Cobra figures of the original run and would sell easy but they put him to just Target, similar with Beachhead too. This wasn't like Transformers or Marvel exclusives where it was either third string characters or wildly re imagined toys, it was main line top shelf figures that everyone wanted. It really didn't help that Red Ninja was mainline release but not Trooper(at the time) or Viper.

Look, Hasbro has been really slow to get GI Joe going but we know why that is: confidence in the brand has been at an all time low since the retailers were relying on movies to sell stuff years ago and the lines died. Now they’re trying again with 6”, and while the hope was to start slow and the movie would succeed, driving more sales, I think it’s become clear (especially to target) that the line is selling incredibly well. A company produces widget x y and z. Z being the low seller, so Company will offer x and y at a lower cost to them if they also carry z, its so common that it appears in every department in some way or another, like a soda you can only seem to find the bottles and not the cans at walmart, in recent years they have been trying to boost sales in collectors area since that is the biggest loss in retail space.
Toys lose more money than meat or dairy, which is sold at a loss. The toy aisle is often the least cared for the department since it has the highest theft, highest returns, highest damages(part swapping for bafs counts as this), and lowest margins of profits for retail space like target and Walmart. It's why there has been a hard push for the "collectors" space online instead of in-store, they need to make money and even the best-selling lines don't do that well in the grand picture of retail.
I know this since I have over ten years in retail ordering, when shelving mods change there are often items that have to be set regardless if we have them or not. You can get dinged for that, I can tell you your assumption is wrong, it's mostly reserved for items they do not have faith in and want to create an artificial scarcity. So no, classifieds in all accounts are not doing well when you point out how much is exclusives.
But this is all from someone who sees it all first hand.

let's cut all the bullshit and look at things as they are: The classified line is in a limbo of situations, it's clearly not doing that good or like other newer brands (MOTU, goo jit zu) we would have seen a ramp up on production and like MOTU they would have drop out of the exclusive market and go main stream for the profits to be made and as we saw with She-Ra, DC Super Girls and others Target holding the lions share of exclusives might show things are not holding up that well and Target is becoming the new US TRUs where brands go to die. BUT all of this doesn't mean it will crash and burn either, lines have had rough times that they climb out of, all of NECA was looking pretty bleak back in 2014 and most thought when TRUs closed they were done, but they have managed to expand and survive fine in what is a weaker market, so for all we know Classified will climb out ok and keep going.
So it's not dead, but it is wounded, and we just have to wait and see if it comes out of this alive or not.
