While there are a number of properties that Bandai has a big stake in and also has most of the merch rights (Digimon, Gundam, etc.), they don’t automatically get dibs on every IP Bandai Namco happens to publish a game for. Storm Collectibles has been pumping out Tekken figures for a while now, for instance.
But yeah, I’d say a Figma is more likely, if only because Max Factory has a history of tackling FromSoft games (Bloodborne, Sekiro) and similar-in-target-audience games like Ghost of Tsushima.
