What's the absolute best (like what Mafex 075 is to Spider-Man figures) 1:12 scale Joker figure out there?

There isn't one. Each one is so completely different I can't call any of them a "default" Joker like I can with Mafex Spider Man. You'll just have to look up each individual figure and pick the one that you like best. Amazing Yamaguchi and Mafex both just did comic style Jokers. Check them out.

DCC's Icons Joker is the most... iconic.

I think Mezco's first Joker was amazing and probably even better than the Icons

No. That had been an issue for some DCC lines, like I know I saw a lot of complaints about their DCAU figures, but Icons were fine.
