They already get cut to length in a factory from a larger tube .Lego might not even manufacture these themselves because they're not the same type of plastic as other lego pieces, they probably have another company produce these long tubes, ship them to lego and they just use a machine to cut them to length for each kit.
I hate Lego, but this isn't a good example of how bad the company has become.
