And the only reason I remember any of this is from watching a Scott Nietlich video on DC Classics where he talked about how he took over JLU toys at the end and kept it alive for a little bit longer while he was brand manager on the DC License, first as Target Exclusives and then as purely Matty Collector and bragged about getting to do Dr. Destiny in a video. Scott even wrote that blurb on the package:
>"FIRST TIME EVER!At the end Scott was adding a bunch of more obscure characters and ones who never appeared in the cartoon, because he was trying to sell the line on Matty Collector, whose figures really only continued if the brand manager wanted to continue the line since Mattel made almost nothing on a direct to fans line.
Included here is one of his videos on the subject which at the end of the video he even shows the Dr. Destiny figure as a Matty Collector 3-pack he put together, in the context of online exclusives. He also reveals some figures they were trying to make if the line continued for just one more year, such as the Teen Titans and more Batman Beyond characters, because the focus of the line by that point was purely for adult collectors.

https://www.youtube.com/watch?v=8aiFhlye5V4Fans had by that time started moving on to the more articulated and detailed Classics line, and 5POA had lost a lot of interest, so the final year of JLU figures never happened.
Offhand I haven't located the video of Scott bragging about Dr. Destiny, but I think it was in a video where he talked about characters who never get figures produced if you want to go searching for it.
