A thick layer of bubble wrap would cost waaay less than all the effort that's put into the boxes for figures, but would still be just as secure if not more so. I've always thought about how they could just use the budget for other accessories for everything that goes into making boxes and plastic shells. Even if it's just one other alternate head, it would still be worth it.
