If you just want a slutty Arcee then yeah, the KO is the one you want, because Nicee fails at that too by not actually having a headsculpt that looks like Arcee. But if you care about just having a quality toy more than having a representation of an existing character, Mooka is the superior toy.
I don't really know who you could say is better as a female robot, either. Cyclion? That thing's got extremely outdated articulation. The MP Arcee is fine but it's got backpack issues that can't be fixed by just taking it off, and comparing Drossel to the BFG fembots is apples-to-oranges.
