each figure would come with several accessories ranging from effect parts, alternate heads, to various things from their particular movie(s)
in a given wave alongside about 6 to 8 "Basic" figures there would probably be one or two "Deluxe" figures that have something special(like say sets for monsters with multiple forms like Hedorah or Destroyah), as well as a line of modular cityscapes to give your monsters places to battle*(probably also include things like Maser Tanks and UFO's to make them a bit more interesting for the kids)
as for the monsters covered, obviously the proper Godzilla movies get top priority but the idea would be that everything monster related by Toho(or a licensor of Toho IP) would be potentially usable, maybe even the occasional "not technically a Kaiju" figure like say a Matango
*would be a bit hard to do the more standard sort of playsets you usually see in action figure lines after all
