Even a two pack of lex in power suit and lex in power armour suit is impossible and that guy's the superman movie villain a-list the way joker is for batman reboots. Like, I can get tony stark and an entire hall of armour, but not the one rich asshole in DC with a flying robot suit?
I also wouldn't mind the justice league doom vandal savage and his team but that's even lower tier recognizability.

I would personally argue Ventrioquist and Zsasz, especially since they keep pushing "grittier, realistic-er, mafia-er" villains. But I accept most people don't consider those two central batman villains.
