The Bohrok were less villains and more a force of nature. They had one goal - cleanse Mata Nui (the island) so that Mata Nui (the robot) doesn't wake up with island on his face. But Makuta woke them early, and one they were beaten the toa Nuva woke them later on to do their fucking job.
Piraka were literally a bunch of hood rats, they were literally such huge dicks that not even the biggest dicks in the universe wanted anything to do with them and they took on what amounts to the bionicle version of the N-Word as their fucking title. Not only that, they were stronger than the previously-established heroes and curbstomped the Toa Nuva, not to mention they were all some degree of backstabbing asshole.
Then there's the Makuta as an organization, because in G1 there wasn't just one, there were a whole race and some of them are surprisingly not complete assholes.
Meanwhile, hero factory bad guys were all just generic monsters of the week.
