You might want to check out the Sofubi thread. They have a lot of overlap with the art toy/bootleg world.

Regardless making bootlegs out of resin is generally a pretty easy process as far as toy making goes. You can do it at home with relatively low cost materials.

I always just called them monster finger puppets, but it looks like the word 'jiggler' got thrown around with them a lot.

I used to pretend they were a parasitic alien species that would latch onto other toys heads and steal their bodies. As they got harder to find I explained it as them being driven closer and closer to extinction. Toy worldbuilding was fun.

I tried asking in transformers and 3rd party threads, but nobody seemed to know this particular toy.

The Defenders is notable because it was actually made by one of Hasbro's secondary brands just to sell off unsold GI Joe outfits by placing them onto a cheap blow-molded action figure which were practically just Ken dolls.

They were only sold for like a year and then got discontinued along with the original GI Joe brand as a whole.
