Toy Biz did one worse, where they made up some brand new design and fan revulsion was so bad they slapped a classic head on it and said "um.... good enough?"
Though it turned out part of the reason it was so terrible was the sculptor of the original toy design misread the concept art.

They conceded to fan demand before release and threw on a wildly out of place regular ol' Ultron head. The dog head is hilarious though, and would have made a nice novelty if not for at the time "oh we'll NEVER get another Ultron" view the fans had. But as said, the dog head was a mistake too.

A sculptor really should have been able to see this and do it well. It’s highly detailed but definitly not that confusing at all to determine. Would have been great to have gotten this instead. Funny thing is I’m pretty sure that artist is a sculptor so they should have just probably paid him to sculpt it as well.

These aren't necessarily toys, they were made by an artist. Based off of the green army toys, but more of a display set than actual play things. Looking it up they cost over a grand on some sites.
