In G1 comics, all transformers EXCEPT ARCEE came from Cybertron's surface and by extension Primus. Arcee was made by Optimus, on Earth, to shut up feminists. It failed miserably, and once they realized Arcee was a soldier like the rest of them, things went back to normal.
In G2 comics, the first cybertronians came from the ground of cybertron, and later ones were budded into existence, but that timeline doesn't HAVE arcee.
in IDW, Rung is Primus, but doesn't make anyone, he simply manufactures the material required for a lifespark to be contained within a body. The lifespark wave comes from cybertron, which is not Primus.
in the Aligned continuity, all sparks come from Primus and the well of all sparks, including Arcee, but Hotrod and her never met
